Clarification for decision #40:
By "every participant" we mean "every participant that was already eligible in principle" - the intent is to not restrict who the two waves after the registration deadline apply to.
Given the context and the fact that only such players have the means to request refunds the intended way, and also that the deadline to request refunds was officially over at the point decision #40 was posted, we believe that this is justified as a clarification, rather than a restriction of what was decided earlier.
However, given that the reading of "every participant" is very vague, and reflecting the inofficial practice of accepting late travel documents given our failure to meet our own projected timelines, we will apply it to every participant who approached us directly and read it as "every player, even those not previously eligible", even if they previously weren't, if they did so before this decision was posted.
