Amendment to decision #27: Event organizers that don't otherwise fulfill refund requirements are eligible for refunds.
For the purpose of this decision, organizers are individuals who: significantly participate in organizing the event and bear at least some degree of personal responsibility/reputational risk for its success, and/or have invested a significant amount of time in it in particular: are responsible for critical software and/or technical infrastructure that is necessary to make the event a success spontaneously contribute in a significant way to the smooth operation of the event
